At what skill level does the Pirate Community notice someone?

They notice you when you notice them. You will notice them when you run across their bases. The top dogs are up pretty high but they have up and comers in the lower levels. My advice is just play the game. Don't go off the deep end if they smack you for some cash. I have hit them and vise versa.

What the hell are you yucking about? I don't see any pirate lately, occasionally, Santa, Snowman, and Reindeer pay me a visit without checking my stat or base, they probably just run down the rival list and attack at random. :D
