PvP payout capped?

Until now received about 10% of the cash when attacking. The amount goes down with each attack, which made sense to me.
Earlier today I only got (4 or 5 times) 17k of a player that had 600k. Every time the same amount, 17k exact.
Is the payout capped?
I'm level 28.

PVP max payout goes progressively up with level to a top of 30k.

If 10% of the player's unbanked money is less than the max, you will get that amount.
