I've wiped everything out, over and over and over, and the target mobs don't spawn. Any hints about what I could be doing wrong?

You mean in PvE? This happened to me on a few occasions for the specific monster not spawning in relation to quest fulfillment. Sent in a ticket to support and it was resolved within 24-48 hours.

Thanks DIrishB. Sent in a ticket, hopefully I'll get an answer soon. Tired of seeing that unfinished quest in my list...
