I don't want to upgrade the munition stockpile to level 10 until I have level 2 rail guns.
those level 2 railguns will cost you about 100 hours a piece in upgrade time which is not worth it IMO

EDIT: A more interesting question might be how many buildings you have that output at least $1,000,000 at collection time.

Advanced Airbase is at 8 which is as far as you need to go. (Why is that the case by the way? They need to give us an amazing kick ass unit for upgrading it to 10, a huge helicopter gunship or something). Make it cost 10mil or something crazy but people would lap it up.

My next level 10's if I can be bothered would probably be the military markets and the wind farms.

Hmmm Lets See in the order that they Reached Level 10:

Munitions Stockpile x2
Cement Factory
Barracks
Airfield

My next closest is supply Depot at 8 (to properlly time when my next upgrade could be collected and then upgraded) but honestly upgrading a building outside of boost or Unit to 10 is kinda a waste unless you are doing some serious low level camping or you can upgrade 2x buildings at once. (*note the exception on Oil Rigs). Time is the most valuable resource in this game so i always look at ROI based on the amount of money i have and right now its not upgrading my level 8 supply depot.

If i want Money for Units i'll upgrade probably Boost or Unit Buildings or i'm upgrading something that has a short upgrade time to time my collection and my next expensive upgrade.
