Possible for a lvl 90 to have Casinos & Office Buildings?

So I was adding people to my new camper account and came across an ally who is level 90. I was visiting hoods for some cash, and noticed this level 90 has some of the higher level cash buildings. 2 Casinos & 2 Office Buildings to be exact.

Now I thought I read somewhere in the forums awhile back that when CC 1st came out all of the buildings were available with no level requirements... is this true?

Just kind of funny seeing a Casino in a hood, as my highest acct is only level 150. Only seen them in screenshots so far lol.

When I was below lvl100 I saw an opponent in PVP who had a Hotel. I didn't know about hacks or whatever.
It didn't occur to me that he was cheating....

The more you come along in the game you will become painfully aware of how many cheating fcks there are

Was the players name Alex? I found someone in my mafia around that level with buildings he shouldn't have had. Sent a ticket and deleted from my mafia. That was about a week ago.

Pretty sure I read this too, though there's so much misinformation on here, it's hard to sift through sometimes. I swear someone did say when CC was first released though, there was no level requirement on the money buildings; if you could afford it, you could build it.

Personally I don't go to the MW forums unless it's CC related, and only played MW for the free gun on here, but it's definitely possible. I can't remember who posted the information originally, but I do remember seeing that it was a long time member that posted it.. May try to dig it up.

No the player's name wasn't Alex.

I am currently waiting on him to accept my request from my main acct. My camper acct is on a old phone that cant SS lol.

EDIT: Just logged onto the camper acct to check out his hood again... He is now level 114(24 levels in about 12 hours??? saaay wuuut???) and his level 6 Office Building is now at level 10! LOL! I cant wait til he accepts my request on my main acct

You'd really have to examine his items closely to see.. Even then, it's still hard to tell sometimes. I'll have over those stats and iph at that level though, so not too far fetched really..

only two with rare exceptions

the frosty building was one where you could buy 3

also occasionally you will see players with three of something.. Usually that a mistake when they deleted a building and asked gree to put it back while building another
