When is shark pool these days?

I'm level 166 and I'm pounding on a couple 164s who think they're clever by waiting for me to level past. Just wondering at what point I can expect them to have no escape?

Looks to be just barely 175. It will be 176 or 177 in the very near future because I only see the odd rival at 175. Most are 176+.
