How do I get Babytway in my hood?

I would rather have someone like Babytway rob my hood than some of these bottom feeders that currently rob me. She visits every once in a great while, but not too often. I have good buildings, Casinos, Palm Hotels, Nightclubs, and all so my hood should be good enough. If you see this Babytway, come see me after 1:00am or so. Oh, and my time zone is GMT -4:00.
