How long until the Fusion APC is active?

Well as we know with the assault bear, things get a little chaotic at Funzio/GREE. When awarded the Fusion APC from the leader board event, I immediately tried upgrading another building. Much to my "surprise", I was unsuccessful... So, my fellow forumites, I ask each of you - How long will it take for this bonus to kick in?

For the top 25 to spend what they spent and receive a broken item....some sort of compensation should be in order once they get this fixed. I really don't know if that would soften the blow though.

Assault bear was a unit you got in a crate event that gave your infantry a 30% boost. Any one who got it didn't get the boost. But Gree say the boost is invisible.
