If I review News section the only option I get is 'Attack'. Would this initiate an actual attack or just take me to their base?

it says only attack when you WON an attack/raid against you.
it says attack or raid when you LOST an attack/raid against you.

You can only check their base if you lost. Just push the revenge button and it takes you to their base.
If you win you cannot visit their base.

when u win an attack, the news show attack, this will attack them without seeing their base,
when u lose an attack, the news will show revenge, this can take u to their base.

Just search them out in the rival list if it says attack. Then you can check them out first.

I'd still be careful about that as I have run into a few instances in which I did do just that and lost. I though it was a for sure win, turns out my attack was less than their defense. I have noticed this more after getting the CF and upgrading it (lvl 6 atm).
