Now since it is available on android, can I transfer the game from ios to android? Or is it the same like CC and I can't.

You can transfer from IOS to IOS.
You can transfer from Android to Android.
You can't transfer from IOS to Android and vice versa.

Plus, why would you want to. The Android version sucks.
