Don't really understand how to get stronger than others?

So, in this game, unlike MW, there is no boost buildings, right? And no unit buildings, either. How do I then get stronger than my rivals since all can only do the same, upgrade moneybuildings and buy units. I'm not a gold player.

I know I can get stronger than other by getting lucky in loot and scratch but one can not count on that.

Best way to get ahead other than buying gold is to have a decent economy for regular weapons as well as attack explosives and lots of respect points for higher end Weapons... And crime city does not have unit building gs or boost buildings.....

Not quite sure if I get this right. In one of the guides it says one has all buildings available yet he is only lvl 5. How can that be possible since many of the buildings demands certain lvls.

He means all buildings available for his own lvl.
