Just spent about 100 mil on a level 3 casino. Took 3-4 days to save for it. The upgrades are starting to get pricey, but at a mill and a half per hour, it isn't too bad.

I'm at 74 million now and will begin upgrading my NC when my current upgrade finishes. That will be in 26 hours.

When I was in that position I Built the office buildings because I wasn't ready to collect the NC 4 times a day. From an economic stand point it shouldn't be too hard to upgrade the NC after it's built with your IPH, which is ideally what you want to do.
