This is a screen shot of my Level 9 account Fuzz Ball. NC is finished.

Some things I would have done different :
Not be strong. If you are strong there are to many noobs that attack people with out looking at the stats page. That causes you to win fights, winning fights gives you XP which in a camper account you do not want.

Why did I start to save when I did?
My next Loft and Movie Theatre Upgrades would have been in total of 20 million. That is half of the Night Club.

What to do before I save for the next Night Club or upgrade it to level 2?
I will spend the 20 million on level 5 lofts and level 8 Movie Theatres.

Took me close to 35 days of saving for the Night Club on 60k IPH.

I've got a member on his way to a NC on level 1 (pretty sure mafia goals alone would bump you, so not sure how he's doing it. $7,301/hr w/ a couple MT3's.

Congrats on nc build. Your income will now snowball.
You can actually be strong. The key is your alliance. Trim down to zero alliance and you should be effectively placed in the dead zone. My level 8 camper account has not been attacked since 164 days ago. I have the latest version of the game installed and participate in daily scratchers.
If you do scratchers you can't help but get strong anyways especially on a strict tortoise account. So the only way to avoid fights is trim down mafia to zero.
Bcyb in my crawler account mafia is the lowest documented player with 2 nc at level 5.
I think its impossible to get nc at level 1 or so just due to meeting some mission goals and leveling automatically.

If you have the striker minigun then saving for level 2 is mandatory. If not, level 2 is equal to 3 level 1's and is therefore still a better investment before getting the second level 1. 1.67x expense, 3x output.

/agree. Level 2 NC yields a much better cost:benefit ratio than another Level 1 NC.

I wouldn't bother. Just save for your NC upgrades now. The enhanced NC income blows away what you get from MTs and Lofts. Once you've got 2 Lvl 3 NCs in your hood saving up for Lvl 5 lofts will be a joke.
