I personally would rather have the ability to upgrade multiple buildings, but I suppose building them simultaneously could also be helpful.

I've said it before and i'll say it again, its IMPOSSIBLE to get to 0 cash exactly. It's a side effect of hacking. (i think) Maybe it takes all your money or something but every person i've seen who has 0 cash has some sort of weird thing going on..

I saw someone lvl 89 STITHE i think was his name, had 930 stealth bombers and 740 carriers with 190k economy... thats over 6Bil in units but had 0 cash on hand.

My first take on this is that they have hacked the game.

Very low income to have put the cash aside, raids which are likely to generate more cash are very low compared to attacks.

The cash being at 0 is also an indicator, is actually quite difficult to be able to spend down to the exact dollar. From what I have read around the forums hacked cash often disappears.

Just keep a watch if you can. Report if you think it is definitely suspect.
