You could buy 8 scratchers and one set of 3 crates and see what you get. Lots of Common crate items and lower scratchers happening from the talk on the forums. You'll get more scratcher items for the 20 gold each, but you can also get the lowest payout on the table as well. Not sure if it depends on your level or not. Paying 20 gold for those low level items aren't worth it. You could farm something with higher stats for free, but it's a gamble you take.

I've experienced the x2 scratcher payout table almost daily. Not able to speak to the crates as I haven't purchased any of the new ones.

i spent 1k gold on scratchers. best i got was a 4 combo. never got a 5 match on anything

You're best off dripping your gold in weekly so you keep control of it. Why the rush? Enjoy building slowly, there's no hurry unless Harry leaving has spooked you.

Lol. It is the last gold I am spending on the game and my stats aren't amazing so I was planning on spending it all at once so I can complain that I have fack all for my money stat wise

Do you have 500 M4A1? If not, dump it all on scratchers and hope for 150 Siege Rocket Launchers!

Or you could replace some of the human players in your mob with ultra-loyal henchmen for 17g a pop.

Better still, use 1250 to build 50 Bodyguard Agencies and upgrade them all to L10, then walk around like a Boss with your awesome stats. You'll be untouchable... (so long as nobody actually tries to touch you). With what's left over, give your avatar a Princess Leia hairstyle, erect a set of Handegg goalposts in your hood, line your streets with Xmas Trees, surround a Chinese Restaurant with Lion statues, French Restaurant with French flags and a Russian restaurant with... Portuguese and Danish flags. Then turn a boring old regular Casino into an Indian Casino by planting Teepees out in front of it.

There are so many good investments available, I can see why you need help deciding what to do.
