LOL. I reported him too. I'm currently in a little war of words with him. Figured I would have some fun and push his buttons but he likes talking smack just as much as I do so its kinda a stalemate. According to Crime City Mark, you cannot be certain that this is a cheater unless you personally see them cheat first hand - such as by seeing them actually hacking data or some such. You can only "suspect" that it is a cheater.

Just like you can only "suspect" that you'll burn up if you landed on the surface of the sun. Because you can't be certain that you burn up unless you actually land on the surface of the sun and experience it first hand.

And don't forget that most of the suspected cheaters are just "really big spenders."
