Raid down, but not up?

I'm at L15 and I see L14's in my raid list. I assume L16's can see me, but I can't see them. Anyone know why we can't see UP at least one level?

You can see up multiple levels. Just that there are too many rivals I think in your level of 15 and below if I am not wrong.
