Valor Objectives?

I know that some valor objectives are to upgrade steel mill to lvl 2, upgrade, military market to lvl 6, upgrade ore mine to lvl 3. However, my question is would you still get credit (valor) if you did them out of order. Right now, my military markets are at lvl 4 and I'm waiting for my electric power plant to complete it's upgrade to lvl 4 and since military market upgrade to lvl 5 & 6 offers a 1458 and 1750 iph gain with a 36 & 54 hr wait time, I was thinking of upgrading ore mine first since the wait time is only 16 with a 1750 iph gain. I didn't want to miss out on a potential valor loss if I did this. Anyone know the answer to this?

Not sure and would like to know if you get the mission completion cash also if you do the pve mission maps out of order as I have been doing them out of order too.

The missions (PvE) still go in order since I have completed maps and had goals show up for earlier maps that I have done. I had to REDO the missions to get the cash though.
