Is this always marked as recommended, why?

No. When you get enough energy for your level it won't be marked anymore. If you fall below the recommended amount for your level it will come back.

I don't understand. You can only increase your energy level when you rank up, don't you. So how can you get more energy for your level. All that I have seen is a "refill" as it were.

if i could reset my skill points i wouldnt put anything into energy. especially now that they have taken away the super loot items
