Basketball court is the obvious choice. No other gold building offers the same ability to fill empty space and give your hood that true ghetto feel.

I recommend a basketball court, very good return for its size and everything plus Micheal Jordan would be proud.

Wedding Chapels are mini Nightclubs so you can't go wrong with those and are very efficient to upgrade through with lower income. Pirate Taverns should be considered a little later, be patient Chapels build your income very cheaply. Ignore that and be over-taken by those who do choose wisely.

I'd say Pirate Tavern if you can collect 3 times a day. Or, depending on how fast you level up, save it for a Gentlemen's Club which unlocks at lvl 125 and costs 150g.
