Player too weak to attack - Bug

I have been trying to attack the same 2 players every day, all day for a week. Every time I try to attack either one of them, I get the "Player is too weak to attack" message. This has to be a bug. Each one of these guys took a pretty big piece of change from me. I was attacked back to back... Apparently I'm not too weak to attack but they are.

Same thing has happened to me. I get attacked raided...to to respond almost right away and they are too weak. Kind of fishy.
