How did you manage to build manors with such low PvP stats?

What are you talking about? I only ever saw one person my level with higher attack than my defense and he was a big time gem buyer. I was lucky that I bought my second manor about 12 hours before he attacked me.

Goals: triple mafia size (at least); Wizard's Spire to level 7 after the event (at five now); continue the usual (vault is at 50k, I have a ton of land and all but one building that I've put off building); buy badazz units to accommodate for new alliance members

I don't mean your attack/def I mean under 700 wins and under 1000 raids. After I bought my 2 manors I had 2k+ raids and 1k+ battles won to afford them

It only took about 3 days of saving to afford one. I was over 4k IPH at the time. So realistically I was earning around 3k an hour.

I bought my 1st manor today woohoo. I was panic for 2days lol. Thanks to the event I won't 2x 20000 gold.
