What exactly is a meat shield and what do they do?

Meatshield = Low level units that are highly expendable - in other words you purchase tons of them and then hide behind them...Expecting them to be a casualty.
Has a limiting return as you advance through levels or max ally count. Just my 2 cents there.

A meat shield is usually a cheaper/loot unit that you keep in numbers with a higher casualty rate to protect your more expensive/valor units.

The goal of using a meat shield is to avoid going to battle with a bunch of expensive consumable units, and losing one of them from time to time. Say you have 25 allies, and therefore bring exactly 100 units to battle when you fight. If your army is comprised of 80 very elite non-gold (i.e., consumable) units, and 20 scouts (or jeeps or army trucks or fighter jets), then when you attack a rival, if you lose a unit, frequently it will be one of the 20 in your meat shield, which are relatively inexpensive and easily replaced. Also, because you will probably average several thousand dollars (probably 10s of thousands) on each attack or raid, replacing an occasional $1,000 unit from the shield is affordable...much more affordable than replacing an expensive unit.

If you have an all gold army, a meat shield is completely unnecessary, as the gold units are not consumable.
