People are posting on my wall that I must be cheating or hacking because I have dry docks and advance air base at lvl 31, thing is I had them along time ago! Does anyone know when they became available? I assure you I have not cheated. I am a free player and honest.!!

You have not cheated! A long time ago any level could get all the unit buildings but, then you had to reach a certain level...

When modern war first came out, there was no level limit on any building so everything was already unlocked (I think)
So you must have gotten them then
