Really strange thing

I woke up this morning to the new event. So I thought, what the heck, lets see who I can attack. Much to my amazement, it looked like everyone. I'm at level 179 with 500 mob. As an example, I was seeing people like level 17 with 150 mob. My rivals list has gone back to normal now, but for about an hour, there seemed to be no restrictions on who who was showing up on my rivals list.

I'm noticing something similar. Nothing as extreme as level 17s but a lot of 130s showing up again and saw one 116. But most of the people I'm trying to rob to get this item constantly have been hit already or they are unable to rob at all. This is causing me to waste time
