I've read rumors that it's possible to let someone else take over your game. Does anyone know the actual procedure?

I've moved a game from one iPad to the other. There is an ingame option called "Tranfer" under Settings. You just have to hit transfer, indicate it you are on the old device and fill in some details. On the new device you indicate it is the new device, fill in the details and you're done.

I transferred my game to another player, so he could play my account for a while, to help me out. But he transferred it back to me. I agree with cheiz though, it would be just as easy to send a ticket and get your account reset :)
