The last i saw, the threshold was higher for level 200s than 180s or 170s.

I started getting hit by high levels when I hit 143.

Plan for 142, it's the only true last known given the different guesses from everybody. Consider anything higher a buildup of anticipation.

Obviously the point where the higher levels starts seeing you is moving all the time as more and more people are leveling up. The game is designed for you to find opponents near your levels but in lack of people close to your level the lists expand. Some months ago it was at level 120 the high levels started seeing you and a few more months before that it was at level 92. If you move along slowly from level 130 and onwards you won't risk getting hit to hard by them. I've been level 125 myself for some months now, trying to boost my economy enough to be able to withstand at least 80% of the attacks from higher levels. Quite booring to camp in the long run so I'm doing my active gaming in Kingdom Age atm haha :)

I'll get to 142 in a day or two so we'll see what happens. And just for clarification, just because they can see me doesn't mean I can see them right? My rival list might still only show say 141-143 but I would be visible to the big boys?

Yes, that is correct. They don't have enough players to make their own bracket so they see down to populate their rival list until such time.
