How come they don't lvl up ?

Hi everyone,
Just a quick question... I'm lvl 21 and doing pretty well I guess, and once in a while I come across players having farmed for quite some time, like few months with incredible stats. For example the last one was also lvl 21 with 3000+ def points. The thing is he did more missions than I did, more fights and more robberies and yet he's still low lvl. How is this possible ? Oh and I didn't see any gold equipment in his inventory, nor gold buildings...

Jobs: There are jobs which only give 1 exp point.
Robberies: Ditto for robberies, some robberies which only give 1 exp point.
Fights: Fights started by opponents are added to the stats, but also give minimal exp.
