I can't remember if there was an actual goal like "obtain 500 mafia" or not.
Dipstik is correct that Thug Life goals are to fight and win against those with at least 500 mafia, he just likes to argumentative.
Unfortunately the TL goals are available to anyone over level 100, no matter if they have 500, or 499 mafia.

How much $/time to upgrade lofts to L4? I think that the $15mil for L2 RCs is the best bang for my buck and time. To be honest, I don't even own a loft.

@dipstik agree, lofts allowed me to build and upgrade so much. Loft lvl 4 3.5 mil 52:43 mins according to wiki. Plus I like robbing them a lot. GC is next on my list. TJ all the way, taking a long time.
