I've been saving my respect points for a long time, I have several thousand saved up. I was saving for exeleros because vehicles are the most expensive category. My stats are already good for my level and I can beat almost everyone with ease, however, I'm at war with the exception. My question is this, do I spend my respect on something like chain whips or nvgs and batter this mother, or, do I stand my ground and hold on to them until level 115 to get exeleros?

Depends what your mafia needs more. The majority will say chain whips are more bang for your buck as there are only a few PVE melee drops that are decent, whereas you are able to still farm empire central buses 15/17.

How many thousand... At 75O each that's not a huge stat increase...

31.8K Shall I just sink it into chain whips? Those are pretty end-game and will beef me up and keep me competitive.

You could use frogs stat calculator to figure out ahead of time how you will be impacted...

10234 attack, 14215 defence. (pre-spending RP)
11074 attack, 14803 defence. (post-spending RP)
That's from 42 chain whips I think.

Good choice, imho.
For this war you got going on... buy a lot of Napalm.
Sure, you'll eventually use them up, but it's the cost of doing business.
