New PVP and Country Selection

I'm thinking about changing my country and was wondering if the new PVP affects the game enough to warrant considering the US over Mother Russia/UK.

Obviously I'm new to the board and haven't had time to look through all of the threads. Maybe this is a dumb question. Thanks for taking the time.
