Ive read almost every thread on attacking but still don't get it. Why can I attack and win against someone with lower defense than my attack and less weapons but lose the second fight? Is it me or does this system need to be changed?

There is some random factors included: your attack +10%/-10%, same for rivals defense. To stay save attack only if your attack 20% higher than rivals defense. Plus another factor your attack skill points/ rivals defense skill points. What value they have unfortunately is mistery. Another thing is that rivals "real defense" is different from profile defense. Search forums regards defense buildings...

This is correct. No one knows how significant the random factor is. The only thing we do know is that there is a random value added to the defender and another random value added to the attacker. As Giedrius pointed out, either of these random values can be positive or negative. That is, sometimes they help, other times they hurt. Same goes for you opponent.

What you are probably seeing is a swing; where the random factors worked in your favor the first time and against you the second time. This is why Giedrius recommends only attacking if your attack is 20% greater than their defense. I agree with that advice but take a slightly different and far more conservative approach. I don't even acknowledge their defense, only their attack stats. I ensure their attacks is about 50% or less than that of my defense. Why? Two reasons: I no-bank and value my cash, and I am horrible about collecting on time. Even if they retaliate and go after my best money buildings, the chances of them successfully robbing them is small. The chances of them winning an attack is almost nonexistent. While very conservative, it is very effective.

You can also successfully rob players with defense scores 40% higher than your attack score with about 10% success rate - based on my personal experience. I only do that when there is an especially juicy target.:D

It's not so weird that he can buy bus stops, traffic overhangs and fountains? Seems to me that he could buy that every day.

The equipment is not so weird either, because it's not that he has 500 jets or something. It's 1 Quattro, 1 Hind Gunship etc. I'm sure he won these with crates.
