"can't fight" but I want to beat him more

So I go to a gangster's hood and pummel him until I get the "can't fight" message. He has a ton of cash on hand.

Can I camp in his hood and attack when he recharges?
how long for the gangster to recharge?

It's either 1 hour or 2 hours to recharge. I'm thinking it's 1 hour.

It's 2 hours for sure but I don't know of anyone sitting in the hood for that long to see if the rival can regenerate.
I don't believe this is possible but if you try it and it works be sure to let us know.
