Is everyone eligible to participate in these Bonus Events?

A friend of mine just downloaded/starting playing yesterday and it does not show any Warheads in the lower left corner. Currently, he is lvl 10. Do you have to be playing before one of these Bonus Events starts to be eligible? Do you have to be at a certain lvl to be eligible? Thanks.

I have heard level 1-10 does not get it. Tell them to level up to 11 and see if they do then.

I'm at level 9 and the events show up for me. Been playing for a couple months though.
