Proper ratio of level vs allie

What is a good ratio of allie vs level?

I'm currently level 18 with 41 peers (fully populated units/armour/weapons)

Should I go with the max of 5? or somewhere in between?


I didn't see a good reply on this in Ghosts threads/FAQs.
