Am I missing something, or is this guy cheating?

ok first reaction is he is cheating after reading all the posts. He is level 110 with 358 mafia members. I get attacked a bunch and I look at his gear. Looks like this:

110 flamethrower
110 sniper rifle
110 machine gun
110 grenade launcher

120 steel garrote
120 machette
100 taser
120 katana
100 riot shield
100 bulletproof vest
100 blast guard
100 blast shield
120 military body

110 monster truck

just to name the more expensive items. I added it up and in game money it would cost at least $800 million. Am I missing something? That's a ton of money. I did send in a ticket. His income is only $38,000. Could he just be someone with a lot of money and just dumb?

How do do screen shot?
On an android phone, I believe you need to have your phone rooted for most phones. On iPhone, press the power and home buttons at the same time I think.
