How can I upload a picture for my avatar on my profile?

I've tried to figure it out and for some reason I wasn't seeing where to do it on my profile. Any help?

Top of this page > notifications > inbox > half way down left side of page.

And use windows paint to adjust the pixels and make sure you save the image a .gif
