Whats the price to upgrade to a lvl 2 rock cafe? It says in a spreadsheet I read it's $9M but mine says $15M. Anyone know???

Edit: $9M is the cash value for building the Rock Cafe. If you sold you Level 1 RC, you would get $4.5M.

You looking to wrong line on spreadsheet. 9mil is original price (I know it's gold building, but if you decide to sell it you will get half original price - 4.5 mil) you need to look to next line down. Level 2 upgrade just over 15 mil, level 3 over 25 mil. Your gains is in second line as well.
