Yup, for now at least.

You are correct. But anyone can have any number of mafia members. But the number of people you can bring into a fight/rob is based on your level.

Max is 5x your level & maxes out at lvl100 = 500.

For example:
If you, at level 20 with 2154* mafia members, attack or rob someone, a rival, at level 21 with 1874* mafia members...
You bring to the fight/robbery 100 mafia, the rival brings 105 mafia...
Fully equipped: you use 500 items, your rival uses 525.
Maxes out at level 100: 500 mafia members using 2500 items, one from each category.
