Most usually it refers to the price the company would be prepared to sell for, if someone wanted to buy them out completely.

what does it mean by 350m valuation?

If you look at the % of ownership the new round of funding gets, you can calculate the implied value of the total company. So, if $50m of new funds puts it at a $350m valuation, I guess the new investors are getting a 1/7 ownership %.
