Someone Smart Please Explain

Could someone please explain, or link to a thread that explains the effect that 40 attack skill points would have. I get that they will increase your attack, but to what extent? I never really invested much into attack or defensive skill points because their effet is not clear to me. Enlight of the new event, could someone please explain?

Not as useful as they are made out as having a loaded inventory is far better then having hidden point that don't do anything that can be correlated.

It will help a lot if your a low level player but i dont think it will do much for the big guns.
