He only has around 200 mafia so then if I do mine I would get 2 exeleros I believe.....

Doesn't matter how many mafia you have look at his fights wins. If he has alot of fights they came from TL. For instance I'm on TL 100, and I think I have 4 so far but can buy them with RP yet.

I believe this is the recurring order every 5 levels (117, 122, 127 etc...) until 220.

Again bro, it doesn't matter how many mafia YOU have. TL goals are based on beating RIVALS with a certain # of mafia.
