I have a Cement Factory at level 10, which lowers construction costs of new buildings by 10%. I am going to purchase the Composites Factory today, but it still shows at a cost of 250 gold. With my cement factory, it should only cost 225 Gold...

I have it too, but it's only at 3% right now. And it was at 3% when I bought the composites factory and I didn't get a discount..

I'm betting the decrease in cost doesn't apply to gold buildings..

It only effects $ purchases, not gold or the cost of expansion squares. It's not a bug

Yeah, it isn't suppose to work on gold buildings.

Would have been nice, if it did... But you are right, only cash buildings.
