New Melee Weapon: The Pied Piper (aka Rattenfanger)

Thought this was funny considering the new movement.
It would have to be a new HL weapon that unlocks at lvl 100, with a very HIGH attack stat that can only be equipped if owner has 500+ mafia. Dropping below 500, The Piper becomes consumable, lol.

Im a neutral but in the spirit of the moment the weapon should do extra damage to opponents under 500mafia(Lvl 100&up).

Produce extra rp, expend more opponent explosives, take more than 10% from attacks and robs, like that
