Looking at money building spreadsheet. It says Dominican is available at level 31. I can see to level 32, no Dominican. Is the spreadsheet screwed up?

The spreadsheet is correct.

For some reason some of the new building are out of place as far as seeing them before they're unlocked goes.
IIRC you'll be able to see it with the level 40 Internet company, The comedy club also does this.

Yup, Euchred explained it. It's just a weird anomalie that is unexplained but pervasive.
