By the time you get to 499 the current batch of cowards will be back up to 500.

Just like the last time there was a thug life addition to the game. Once people had completed it they all went back up to 500.

I said it on another thread - if you think that the 499 strategy is legit, then how can you protest the Rat Catcher strategy - it is just as legit to increase TL targets. Seems a bit hypocritical to whine about people developing a counter-strategy to your strategy in a game that has a heavy strategy component.

Ps... technically you can have more than 500 mafia what ever level you are. You just wouldn't take them into the fight with you. So you can get TL goals off people who are lower than level 100.
