has rival list changed?

lately i seem to be getting less this player is to beat up cant attack, it seemed to happen almost constantly before but now it has hardly been happening, and ive also noticed sometimes people disapear from the rival list for a while then apear again. could the way the rival list work have changed? or is it all in my head lol
