Unable To Rob?

Is it just me or sometimes you cant continue robbing someone after your rivals list randomly refreshes, I mean this guys whole hood was lit up after 1 tap off of a pirates tavern, it says cant rob.

I guess it could be server lag. maybe the person collected as you were robbing, could happen.

Whats weird is EVERY time this happens to me I go back to the rivals screen and its all new people. I doubt they collected as I was robbing the whole hood was lit up from laundromats to lofts and condos.

Well they could have been synched but still a very low chance. It could also be a rivals list mechanic where the same person shows up on multiple peoples rivals lists at the same time and someone robbed them quicker than you.
