How it's better??
Now i add/accept only players with high levels (50+) but how its better?
-To add/ accept only players with high level and to have less mafia members but a strongest mafia or to add/accept all players (lvl 10+) and to have much more mafia members?
Because i think when i attack for example a player with level 60 in that attack i will have 300 mafia members and the rival 300 mafia members. If i have 300 mafia members with lvl 50+ and the rival have 300 mafia members with lvl 10+ wich of us win? I think that is me.. I say right?
I have lvl 61 --- 411 263 511

im sorry to say this, but your mafia members level doesnt matter, you equip them with YOUR own inventory.

The member's level does not matter. Another thing, how would Henchmen contribute?

Sorry but your stats and equipment vs the other persons stats and equipment are what matters in your scenario.

That's why its advisable to look for people with less than the max. allowed number of mafia at that particular level, in that way you have a statistical advantage.
