All of a sudden, I can't get any bonuses/missions for added allies and none for defeating rivals by attacking. Are those designed to stop after a certain level?

allies missions stop in the 60s and you only get a few attacking missions per level. Level up and you'll get more.

So, you are saying when I move up a level, the missions to defeat a certain number of rivals will appear again?
